    From low-conflict polity to democratic civil peace: explaining Zambian exceptionalism

    An absence of civil war and other significant sub-state violence makes Zambia an exceptional although not unique case in central-southern Africa. The literature devoted to explaining civil war has grown dramatically in recent years, but while it pays much attention to sub-Saharan Africa only rarely does it investigate counterfactual cases like Zambia. Similarly the growing field of research into post-conflict reconstruction fails to capture the distinct features of persistently low-conflict situations where many of the predisposing conditions for violent conflict might seem to be present. This paper examines Zambia’s experience against a background of general theories that try to explain conflict. It is an “interpretative case study”. The paper proceeds by substantiating Zambia’s claim to a relatively peaceful record and introduces ideas of conflict and conflict theories, before arguing that no single general theory dwelling on just one primary “cause” will suffice to explain Zambian exceptionalism. The precise mix of arguments differs for each one Zambia’s three republican eras, as the potential threats to peace have themselves evolved over the period since independence. The paper’s main theoretical claim is that over time the explanation is both multi-layered and dynamic. That said, certain features do stand out, most notably an inherited political culture that is predisposed against the violent resolution of conflict and continues to insulate the country against social and economic traumas and democratic shortcomings

    International democracy promotion: a role for public goods theory?

    The state of international democracy promotion is in flux. After more than fifteen years of increasing activity and with more organisations and resources devoted to promoting democracy than ever before, a mood of uncertainty surrounds democracy support's current performance and future prospects. The last decade has also seen the emergence of a new literature on global public goods theory, offering fresh analytical perspectives on pressing issues in international affairs like peace, security, development, and environmental sustainability. The future of democracy promotion will be determined chiefly by the realities of the political market place, in societies on both sides of the relationship. But could recent theorising about the market for global public goods offer some analytical support for making sense of its current condition and, by identifying the democratic peace as a global public good strengthen the case for greater international cooperation in promoting democracy as means to achieve that end

    Promoting democracy backwards: looking forward

    A typology of the diverse ways in which international dimensions of democratization and democracy assistance itself actually retard and undermine democracy’s progress around the world provides a salutary response to currently fashionable ideas of democracy promotion as a world value. The detailed typology presented here offers an aid to thinking and practice concerning what approaches to take to the international promotion of democracy in the future. But as is the case with the already well established idea of ‘democratization backwards’, so it is equally true when looking forward that ‘promoting democracy backwards’ implies no one determinate eventual outcome. The analysis implicitly raises the question whether the time has now come not just for the practice of democracy promotion to widen its lens but for studies of it to broaden their horizons too

    From evaluating democracy assistance to appraising democracy promotion

    Organisations involved in delivering international democracy assistance are engaging increasingly with questions about how to assess their activities. A double shift in the terms of reference, from the ex post evaluation of assistance projects or programmes to ex ante appraisal of the broader democracy promotion strategies, could make democracy promotion more effective. This does not mean abandoning the former; on the contrary its status would be enhanced. Improving the chain of learning that leads from assistance evaluations to the formulation of promotion strategies could improve decision-making over how and whether to promote democracy abroad. Because strategies for democracy promotion are constitutive of the political relationship with countries, different strategies have different implications for the possibilities of political self-determination. For that reason and because democratisation and hence effective democracy promotion may be beneficial for human development, international peace and national security, strategies that reflect informed appraisal would be an improvement on a defective status quo. The challenges include: more systematic data gathering; innovative ways of comparing the various democracy promotion options; and institutional changes that connect the research findings to the high politics of policy-making

    This article offers a framework for analysing the interrelationships between democratic accountability and constitutional implementation with specific reference to sub-Saharan Africa. It opens by noting the subject’s importance and the contested meaning of key terms, before proceeding to elaborate the significance that constitutional implementation and accountability have for one another. The main purpose is to suggest an agenda lying at the interface between constitutional law and politics that is worthy of further research. The article argues there is considerable scope for analysts of law and politics to collaborate for the purpose of shedding light on many questions that cut across issues of both democratic accountability and constitutional implementation in Africa

    Democratisation in the Middle East and North Africa : perspectives from democracy support

    This article offers perspectives on the prospects for democratisation in the Middle East North Africa (MENA) region in the light of political developments since 2010, with particular reference to international democracy support. An introduction shares certain assumptions about democracy support’s general record before threats and opportunities to democracy support arising from developments in the region are discussed. Next democracy support’s response to those developments is examined, while the fourth section highlights some challenges for democracy support in the region and beyond. Throughout, discussion is contextualised within the larger literature on democratisation. Final remarks lead to the conclusion that developments in the region both present challenges that should be viewed as opportunities, and offer opportunities that will be challenging to address, not just for democracy support in the region and further afield but in terms of the guidance that democratisation studies have to offer

    Financial indiscipline in Zambia's Third Republic: the role of parliamentary scrutiny

    Contrary to the thesis that claims weak legislative power vis-agrave-vis the executive is essential if economic modernisation and development are to be driven forward in third world countries, Zambia's developmental interests would be served by making the powers of parliamentary oversight of the public finances more effective. The problematic of 'financial indiscipline' in the public sector is analysed in terms of a nest of principal-agent relationships, between legislature and executive, political executive and bureaucratic executive, Ministry of Finance and Economic Development and the spending arms of government. Evidence from the Public Accounts Committee is used to illustrate the case for more enforceable mechanisms whereby government can be made accountable for the public finances. At the same time it is argued that more wide-ranging political changes are necessary if there is to be a significant reduction in 'financial indiscipline'

    Is democratisation bad for global warming?

    Summary: even if democracy and all good things go together the same may not be as true of democratisation. Given the growing number of countries that have attempted democratisation, with varying success, and as the challenge of addressing the causes of climate change becomes increasingly more urgent, it is worth knowing if democratisation makes that challenge more difficult. Similarly it is worth knowing if the political conditions for an effective response to climate instability and its economic and social consequences must impact on the outlook for democratisation. Although contrary to what was once believed, developing countries may not have the dilemma of having to choose between developing the economy and building democracy, the further addition of a requirement to significantly reduce carbon emissions might be just too demanding. The paper offers a framework of analysis as a preliminary to more detailed empirical investigation. It concludes with policy implications for international actors committed to promoting democracy, considering that in developing countries stable authoritarian rule might be better placed than regimes in political transition to mitigate climate change as well as adapt to its effects

    Autocratic opening to democracy: why legitimacy matters

    As recent experiments in democratisation around the world show signs of achieving success, or failure, or more usually something in between, the attention of democracy promotion actors in the international community is turning to the world's remaining outstanding autocracies. This article identifies the autocracies, discusses the notion of autocratic opening, and explores how opening can come about, with particular reference to international intervention. The article argues that, for identifying the prospects for autocratic opening and determining the forms of constructive engagement available to international actors, it is useful to distinguish between the different grounds on which various autocracies claim legitimacy, and the specific vulnerabilities to which their principal legitimating base gives rise

    Parliamentary committees in Zambia's Third Republic: partial reforms; unfinished agenda

    This article critically examines the contribution of parliamentary committees in Zambia to democratic government. Several committees are of long-standing, including the Committee on Government Assurances and Committee on Delegated Legislation; others, notably committees involved in departmental oversight, were refashioned, expanded and given additional powers in 1999. They have worked hard to make government more open and accountable. Additional proposals for reforms to the committee system are currently being studied by a committee of Parliament. Although measuring the 'effectiveness' of such committees is not easy due to conceptual and methodological difficulties, their ability to influence policy and administration is found to be severely limited due to the absence of effective mechanisms to enforce their recommendations. This article maintains that this situation is unlikely to alter significantly unless there are wider changes in the party system, the institutional balance of power between executive and legislature, and the political culture more generally
